Under the Shang dynasty, 帝 referred exclusively to the supreme deity in Heaven (上帝 Shàngdì) — a celestial being, not a human ruler. Human kings were merely 王. Qin Shi Huang's fusion of 帝 (divine) + 皇 (magnificent sage-king) was a deliberate act of theological usurpation: claiming divine status for a living mortal.

The Mandate of Heaven made rebellion not just possible but morally legitimate: when a ruler lost virtue — shown by floods, droughts, famines — the people had the right to overthrow him. New dynasties always claimed they had received this mandate anew.
